Lumentum is seeking an experienced Senior Import Specialist to support U.S. import operations and strengthen the company’s global trade compliance framework. As part of the Americas Trade Operations Team within Lumentum Legal, this role serves as a primary subject matter expert on U.S. import regulations and Customs compliance. The Senior Specialist will lead tariff classification, valuation, country of origin determinations, duty optimization strategies, and Foreign Trade Zone (FTZ) compliance, ensuring full adherence to CBP requirements while supporting seamless global operations.
Core Responsibilities
- Import Classification & Regulatory Determination: Determine and document Harmonized Tariff Schedule (HTS) classifications for imported goods. Conduct complex classification analyses, including interpretation of General Rules of Interpretation (GRIs), Section and Chapter Notes, and CBP rulings. Maintain accurate, auditable classification records and support binding ruling requests as needed.
- Customs Valuation & Entry Compliance: Ensure accurate customs valuation in accordance with CBP regulations, including transaction value, assists, royalties, and transfer pricing considerations. Oversee import entry reviews, validate broker filings, and ensure compliance with entry documentation requirements. Monitor and resolve discrepancies, post-entry corrections, and prior disclosures where necessary.
- Country of Origin & Trade Program Management: Determine and document country of origin in accordance with CBP rules and applicable trade agreements. Support qualification and compliance with free trade agreements (e.g., USMCA) and other duty preference programs. Maintain supporting documentation and ensure audit readiness.
- FTZ Operations & Compliance Management: Manage Customs compliance for FTZ operations, ensuring adherence to FTZ Board regulations and CBP requirements. Oversee admissions, inventory control and recordkeeping systems (ICRS), zone status designations, and weekly entry processes. Ensure accurate reconciliation of FTZ inventory and support annual reconciliation and audits. Partner with site operations to maintain compliant FTZ procedures and controls.
- Duty Optimization & Special Trade Programs: Identify and implement duty savings opportunities, including FTZ utilization, duty drawback, and tariff engineering where applicable. Evaluate cost-saving strategies while ensuring full regulatory compliance. Support drawback claims and maintain required documentation.
- Broker Management & Import Operations Oversight: Manage relationships with customs brokers to ensure accurate and timely filings. Establish performance expectations, conduct periodic reviews, and provide guidance on complex transactions. Ensure consistent application of company policies and regulatory requirements.
- Compliance Program Management, Audits & Training: Support continuous improvement of the global import compliance program. Conduct internal audits, risk assessments, and gap analyses. Develop and implement corrective action plans. Maintain import records in compliance with CBP requirements. Develop and deliver training on import compliance and FTZ operations.
- Cross-Functional Collaboration & Advisory Support: Partner with Supply Chain, Procurement, Finance, Engineering, and Logistics teams to integrate import compliance into business processes. Provide practical guidance on classification, valuation, origin, and FTZ matters to enable efficient operations while mitigating risk.
- Process Improvement, Automation & Digital Innovation: Lead process improvements to enhance import compliance operations. Evaluate and implement automation tools and trade compliance systems to improve efficiency, accuracy, and scalability. Collaborate with IT and data teams to strengthen data integrity and reporting.
