Own Tesla Energy’s employee prevailing wage and labor compliance program across North America, covering traditional prevailing wage requirements (e.g., Davis-Bacon and related federal/state/local rules), California Public Works and related requirements, labor compliance tied to Inflation Reduction Act (IRA) and other incentive programs. You will ensure employees on covered work, including applicable apprenticeships, are correctly classified, paid, and documented, and that certified payroll records, audits, and compliance packages are accurate and delivery-ready for customers and other stakeholders. Partner with Legal, HR, Tax, Payroll, Timekeeping, Finance, and operational leaders to build scalable processes that reduces risk and supports project and program delivery. 

Responsibilities

  • Own end-to-end employee prevailing wage life-cycle program, including internal system configurations and certified payroll processes, to drive compliance for prevailing wage work classification rates, fringe/OT requirements, apprenticeship status, and documentation for covered work 
  • Prepare, review, and quality-control certified payroll and related labor compliance reporting packages for customers  incentive programs (including IRA), and other stakeholders, including accurate reporting of apprentices and supporting documentation 
  • Lead audits of timekeeping, payroll, classifications, and supporting records; root-cause issues and drive remediation 
  • Monitor federal, state, and local prevailing wage and wage-and-hour requirements to ensure project compliance; identify gaps and implement durable policy and process solutions 
  • Maintain audit-ready documentation; support internal, customer, and agency inquiries or reviews 
  • Translate regulatory and program changes into clear guidance; advise and provide training for Sales, HR, Payroll, and operational partners as needed  
  • Establish standards for how employee PW compliance, apprenticeship-related requirements, certified payroll, and reporting are run at scale. Improve processes will maintaining quality and accuracy 

Requirements

  • 8+ years of progressive experience in HR/labor compliance, wage-and-hour, prevailing wage/certified payroll, employment law, or related compliance work 
  • Prior experience and familiarity with CA DIR CPR reporting portal  
  • Hands-on certified payroll experience (preparation, review, and audit) in an employer setting 
  • Deep multi-jurisdiction wage-and-hour knowledge; experience with traditional prevailing wage (e.g., Davis-Bacon and related state/local rules) and/or IRA or other incentive-linked labor compliance 
  • Proven program ownership: audits, remediation, policy/process design, and cross-functional influence 
  • High attention to detail; strong analytical and documentation skills 
  • Able to work autonomously and influence partners in a fast-paced environment 
  • Excellent communication skills; can turn complex requirements into clear, usable guidance

Expected Compensation

$112,000 - $216,000/annual salary + cash and stock awards + benefits

Pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience. The total compensation package for this position may also include other elements dependent on the position offered. Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
