The Role

People are at the center of everything we do. The People Technology Solutions team provides the enabling technology foundation for candidate and employee experience at eBay. Our ecosystem is anchored in Workday HCM and extended through outstanding SaaS platforms, custom applications, analytics, and emerging technology solutions.

We are looking for a product-minded Sr. People Technology Analyst to help develop and expand eBay’s digital learning technology experience. This role will work closely with Talent Development, Talent Operations, IT, and other collaborators to understand business needs. You will define product priorities and deliver solutions that help employees and leaders find, access, and engage with learning and development opportunities.

Workday Learning serves as a core platform for this role, though the scope goes beyond Workday configuration. The successful candidate will approach the learning ecosystem end-to-end, covering coordinated learning tools, content platforms, skills data, reporting, user experience, automation, and AI-enabled capabilities. This person will assist in translating learning strategy into scalable technology solutions, boost the employee and manager experience, and consistently refine how learning is delivered and assessed at eBay.

This individual contributor position is a hybrid role located near our Salt Lake City office. The working schedule includes Hybrid arrangements (3 days onsite/week) at the Salt Lake City location. Additionally, the role requires flexibility in hours to support global collaboration when necessary.

What You'll Accomplish:

  • Act as a product-focused technology collaborator for eBay’s learning and development ecosystem, with Workday Learning as the central platform.
  • Contribute to roadmap development for learning technology improvements, balancing business priorities, user needs, operational requirements, and technical feasibility.
  • Partner with Talent Success and the federated Learning teams within other organizations, Talent Operations, IT, and other collaborators to understand needs, define requirements, and prioritize solutions.
  • Convert business needs into clear product requirements, user stories, process flows, business rules, solution concepts, and success measures.
  • Direct configuration, testing, deployment, and sustained refinement of Workday Learning tools, such as campaigns, audiences, courses, programs, instructor-led training, remote learning, and messaging.
  • Evaluate when to configure Workday, integrate with external learning tools, leverage AI-enabled capabilities, or simplify existing processes to improve the learning experience.
  • Find opportunities to use AI and automation to personalize learning, improve content discoverability, reduce administrative effort, and support skills-based development.
  • Use data, user feedback, and operational metrics to identify friction points, measure adoption, and recommend continuous improvements.
  • Develop and maintain reports, dashboards, and insights to support learning operations, compliance, adoption, and business decision-making.
  • Provide production support and issue resolution while identifying root causes and scalable improvements.
  • Support change management, communications, training, and adoption for new learning technology capabilities.
  • Partner with IT and vendors to support integrations, data flows, technical dependencies, and platform governance.
  • Maintain documentation, including product requirements, process maps, test scripts, release notes, project plans, and support materials.
  • Participate in internal audits, SOX cycles, data privacy reviews, and compliance-related documentation as needed.
  • Keep up to date on Workday, learning technology, skills, AI, and HR technology trends, and evaluate their relevance to eBay’s People technology ecosystem.

What You'll Bring

  • Bachelor’s degree in Human Resources, Information Systems, Business, or related field, or equivalent work experience.
  • 3–5 years of hands-on HR technology, learning technology, HRIS, product operations, or related experience.
  • 3 years of solid background in Workday configuration, including a minimum of 2 years dedicated to Workday Learning configuration involving Campaigns, Audience Builder, Message Builder, Courses, Programs, ILT, and Remote Learning.
  • Up to date on emerging AI trends in HR technology and evaluate their relevance to eBay’s people technology ecosystem.
  • Strong ability to convert business needs into requirements, user stories, process flows, and scalable technology solutions.
  • Experience partnering with cross-functional collaborators across People, IT, business teams, vendors, and end users.
  • Strong analytical and problem-solving abilities, capable of dissecting complex problems, identifying fundamental causes, and suggesting scalable solutions.
  • Experience using data, reporting, and user feedback to prioritize improvements and measure impact.
  • Strong verbal and written communication abilities, including the capability to clarify technical concepts for non-technical audiences.
  • Ability to work independently, prioritize various tasks, and advance work in a fast-paced environment.
  • Working knowledge of data privacy, security, and compliance considerations related to employee data.

Preferred Qualifications

  • Experience with Workday Talent, Performance, Skills Cloud, Talent Marketplace, Talent Optimization, or similar talent functionalities.
  • Experience with learning management systems and content platforms such as LinkedIn Learning, Udemy, Cornerstone, Degreed, or similar tools.
  • 1 or more years experience using generative AI tools (e.g., ChatGPT Enterprise, Microsoft Copilot, Gemini, Claude Code) to draft functional specifications, business requirements, test scripts, and training documentation. Accelerate report writing and calculated field logic development (strongly preferred).
  • Experience developing Workday reports, dashboards, calculated fields, composite reports, matrix reports, or BIRT reports.
  • Experience evaluating or implementing AI-enabled capabilities related to learning recommendations, skills inference, career pathing, content curation, or employee self-service.
  • Experience working with generative AI tools to develop requirements, test scripts, training documentation, release notes, or support content.
  • Experience with Workday Extend, custom applications, integrations, or broader HR technology ecosystem development.
  • Previous experience working in a service delivery model that includes shared services or global support.
  • Previous consulting experience at a consulting or software firm or prior experience with a medium-to-large multinational corporation.
  • Basic knowledge of eLearning Authoring tools (e.g. Articulate Storyline) and SCORM/AICC communication protocols.
  • Workday Pro certifications in Learning, Talent, Performance, HCM, Reporting is a plus.
  • Product management, agile, project management, or build thinking experience or certification.

Additional Details

The base pay range for this position is expected in the range below:

$86,800 - $150,100

Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.

If hired, employees will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
