Senior Technical Program Manager, Engineering Strategy & Business Operations

About HFTC

Keysight’s High Frequency Technology Center (HFTC) in Santa Rosa, California, invents and delivers some of the world’s highest-performing semiconductor devices. HFTC’s work spans both R&D and manufacturing, with technologies including ultra-high-performance InP HBTs, GaAs FETs and HBTs, advanced heterogeneous integration, photodiodes, THz diode mixers, and other cutting-edge devices.

HFTC Engineering develops and advances these semiconductor technologies while working across the organization to successfully transition new technologies from R&D to manufacturing and deliver against performance, reliability, yield, cycle-time, quality, and other manufacturing goals.

About the Role

We are looking for a Senior Technical Program Manager to lead analysis, scoping and initial planning of high-priority strategic initiatives for HFTC Engineering. The role will initially focus on complex, cross-functional programs spanning HFTC Engineering, semiconductor fabrication and manufacturing, Keysight’s broader R&D organization, and product teams, while developing a deep understanding of the Engineering organization, its business operations, and leadership priorities.

This role requires someone who can operate independently in ambiguity. Rather than simply executing defined programs, this person will take loosely defined problems or objectives, determine what needs to happen, bring together the right stakeholders, develop recommendations, and drive the work to resolution. A key measure of success will be the ability to create meaningful leverage for HFTC Engineering leadership by independently owning work that would otherwise require senior leadership attention.

Over time, the role is expected to expand into broader business operations and organizational leadership for HFTC Engineering, including planning, operating rhythms, resource management, and executive-level support.

Responsibilities

  • Lead analysis, scoping and initial planning of high-priority strategic initiatives for HFTC Engineering, including programs spanning engineering, semiconductor fabrication and manufacturing, R&D, product teams, and broader Keysight
  • Take ownership of complex, ambiguous problems, establish the path forward, align stakeholders, and drive decisions and execution with limited direction
  • Create leverage for Engineering leadership by anticipating needs, resolving issues, and taking ownership of work that would otherwise require senior leadership involvement
  • Integrate technical, operational, financial, and organizational input into clear executive-level presentations, recommendations, and leadership updates
  • Anticipate risks, dependencies, and organizational needs and proactively drive resolution
  • Partner with Engineering leadership on headcount, budget, workforce planning, resource allocation, and operating reviews
  • Support and, over time, take on greater responsibility for HFTC Engineering leadership operating rhythms, including staff meetings, planning cycles, objectives, decisions, and follow-through
  • Coordinate critical executive, customer, supplier, and partner engagements
  • Build strong working relationships across engineering, manufacturing, R&D,  product development, finance, and other functions necessary to advance organizational priorities
Qualifications
  • BS, MS, or PhD in engineering, science, or a related technical discipline
  • 10-15+ years of overall relevant experience in semiconductor technology development, fabrication, manufacturing, engineering, or a related technical environment
  • Demonstrated ability to lead complex, cross-functional initiatives without direct authority
  • Proven ability to operate independently in ambiguous situations, create structure where none exists, and drive issues to resolution
  • 5+ years of proven experience in technology strategy, business development, product strategy, or similar work connecting technology with broader organizational and customer priorities.
  • 5-10+ years in a high level strategic Technical Program Manager role leading complex, cross-functional technical programs
  • Experience or demonstrated aptitude in business operations, organizational planning, and resource management
  • Exceptional written and verbal communication skills, with the ability to synthesize complex technical and business inputs into clear communications and recommendations for executive audiences
  • High EQ with the ability to build trust and influence across functions and levels
  • Strong ownership, discretion, and ability to move fluidly between strategic thinking and detailed execution
