Apple’s Services—including the App Store, iCloud, Apple Music, Apple TV, and many others—are among the most dynamic and widely used in the world. As the regulatory landscape continues to evolve, our organization requires proactive, technically rigorous leadership on the ground in China to ensure our platforms navigate emerging obligations while preserving product integrity and user trust.

We are seeking an experienced Senior Manager based in China to lead an in-country team responsible for driving strategic China regulatory, compliance, and partner engineering work within Apple’s Services organization. In this role, you will serve as the senior Services regulatory and compliance leader in China, managing a team that engages directly with regulators and auditors. You will develop strategy and requirements, while bridging communication with our global teams.

Description

Apple operates services in China at a scope and scale unlike any other multinational company. The challenges we face have no playbook. Our work is exceptionally complex, ambiguous, and vital to Apple’s operations. This role is focused on how expanding data, cybersecurity, and internet regulations in China impact Apple’s services, specifically driving the practical application of regulations into systems architecture, data governance, data export, and content operations.

In response to these regulatory and compliance obligations, Apple maintains strategic and operating partnerships for several of our services in China. This role also owns in-country engagement with those partners for regulatory and compliance, collaborating closely with local operating partners, local Apple teams, and US engineering leadership to ensure our services operate reliably and securely, while maintaining compliance with evolving rules.

Responsibilities

  • Defining & Driving In-Country Regulatory Programs: You partner closely with Apple’s policy, legal, and technical experts to understand local regulations, policies, and emerging risks. You and your team develop plans for how these requirements map directly to Apple’s services, considering Apple’s products, policies, and services architecture. You will develop concrete technical options, trade-offs, and actionable recommendations for global engineering and business leadership.
  • Direct Technical & Regulatory Engagement: You serve as the senior local voice of Services engineering in direct dialogue with regulatory authorities, government ministries, designated assessment institutions, and external auditors. You represent Services engineering in high-stakes regulatory discussions, formal assessments, and technical reviews, including Multi-Level Protection Scheme (MLPS) audits and Cross-border Data Transfer Security Assessments.
  • Strategic Partner & Relationship Management: You serve as the primary in-country leader managing regulatory and compliance relationships with critical operating partners in China. You navigate the operational, technical, and cultural dynamics between organizations, building trusted partnerships to resolve complex compliance issues while protecting Apple’s engineering and product principles.
  • People Leadership & Team Building: You lead an in-country team responsible for driving key on-the-ground China regulatory and compliance work across Services. You foster deep ownership, empowering your team to support Apple’s global teams.
  • Technical Depth & Solution Architecture: You bring the technical depth required to evaluate how regulations apply to our systems, including understanding service system architectures, backend data flows, and cloud infrastructure. Rather than relaying regulatory mandates back to the US, you and your team partner closely with US engineering to inform sound, scalable, and compliant technical solutions.
  • Executive Communication & Cross-Cultural Influence: You communicate and influence effectively with leadership across Apple in both the US and China. You bridge geographic and cultural distances, align competing priorities across distributed teams, and drive consensus on high-stakes technical and policy decisions.
  • Scaling Through Process & Frameworks: You scale your team’s impact by designing practical operating processes, audit-readiness pipelines, and governance frameworks that bring structure and repeatable execution to complex compliance mandates.

Minimum Qualifications

  • Direct experience representing technology/engineering organizations in regulatory engagements, government assessments, or technical audits with Chinese regulatory authorities or designated assessment bodies, with direct familiarity managing frameworks such as Multi-Level Protection Scheme (MLPS) or Cross-border Data Transfer Security Assessments.
  • 8+ years of experience leading complex technical programs or engineering initiatives in cloud, distributed platforms, or internet services.
  • 4+ years of formal people management experience, successfully leading and developing senior technical or technical program management professionals.
  • 4+ years of dedicated experience developing technical, operational, and business requirements based on legal, regulatory, cybersecurity, or data governance requirements.
  • Demonstrated technical competence evaluating services architectures, backend data flows, cloud infrastructure, or data residency/storage models.
  • Proven track record managing and negotiating complex technical, operational, or business relationships with external strategic partners, platform operators, or service providers.
  • Complete bilingual professional fluency in Mandarin Chinese and English (written and spoken), with proven mastery leading technical reviews, negotiating complex issues, and presenting to executive and government audiences in both languages.
  • Demonstrated excellence in communicating with and influencing senior leadership across global engineering, legal, business, product, and operations organizations across time zones.

Preferred Qualifications

  • Experience with local cloud infrastructure, third-party data center operations, and joint operating models in China.
  • Experience building and scaling an in-region technical compliance or regulatory engineering team within a global technology company.
  • Direct experience handling regulatory filings and compliance reviews for internet information services, algorithms, or content delivery systems in China.
  • Deep domain experience with consumer internet platforms, cloud infrastructure, or identity/account architectures operating at massive global scale.
  • Degree in Computer Science, Information Systems, Engineering, or a related technical field, or equivalent practical technical leadership experience.
