Meta is seeking an experienced Design, Development, and Delivery (DD&D) Quality Program Manager to join our Data Center Engineering & Construction (DEC) Quality team. Our data centers are the foundation upon which our rapidly growing infrastructure efficiently operates, and our innovative services are delivered. This role is responsible for the oversight, management, and continuous improvement of the 3rd Party Quality Agent program, by establishing programmatic standards, driving accountability, and enabling effective coordination between Meta's on-site teams, 3rd Party Agents, General Contractors (GCs), Engineers of Record (EORs), OEMs, and internal Design Engineering stakeholders. Through effective leadership and partnerships, the DD&D Quality Program Manager will leverage program core competencies to drive quality outcomes ensuring predictable on-time delivery of our global campuses.

Responsibilities

3rd Party Agent Program Management Maintain and update the Standard Scope of Work (SOW) Template for 3rd Party Quality Agents Assign and allocate 3rd Party Agents to sites based on project needs and resource availability Execute and manage 3rd Party Agent contracts Lead the vetting and onboarding process for new 3rd Party Agents as program needs arise Lead business reviews for 3rd Party Agents to evaluate performance, capacity, and alignment with program goals Assess Agent performance and escalate performance issues to Agent Account Representatives Conduct monthly 3rd Party Agent syncs for overview of site summaries, identifying trends, and receiving/providing feedback to and from suppliers, GCs, trade partners, manufacturers, etc Program Oversight & Stakeholder Onboarding Provide overall program oversight and management for the 3rd Party Agent quality program Assist with DDKO (Design Development Kickoff) Program Overview for GC/EOR Teams and onboarding of those teams to quality expectations and processes Quality Metrics & Issue Management Assess issue trends and metrics (KPIs) at sites and across the program. Escalate to DD&D Manager/Director as needed Work with Product Engineers (PEs) and Project Leads (PLs) to both prioritize and resolve systemic design quality issues across the program Continuous Improvement & Standards Development Collaborate with Product Engineers (PEs), Technical Excellence (TE) Pillar Leads and Change Management team on programmatic and product-specific Lessons Learned or Optimization Embedment on future deployments, as well as in-flight product Errors & Omissions (E&O) fixes Partner with the Design Engineering (DE) Teams to update Program Standards (e.g., Basis of Design documents, Conceptual Design Packages, CDDs, Specifications) based on field performance data and lessons learned Quality Program Management & Cross-Functional Coordination Serve as the Program Manager within the Quality team, owning the roadmap, prioritization, and external alignment for quality/delivery work streams Draft and maintain quarterly Quality OKRs in alignment with DEC cross functional partners Author specifications and process documentation for quality program deliverables, escalation protocols, and risk register and severity-based escalation means and methods Facilitate multi-pillar feedback loops to improve design, schedule, delivery, and quality execution across key stakeholder teams Coordinate cross-pillar dependencies between direct stakeholders (Operations, Operations Engineering, Design, and Delivery teams) and indirect stakeholders (Facilities Operations, Environmental and Safety, and Security teams); track and escalate blockers as needed Contribute to a monthly Health Dashboard — reporting on delivery, quality, process, and dependency dimensions at GREEN/AMBER/RED status Support Quality lifecycle activities including charter development, OKR grading, mid-quarter checkpoints, and quarterly reviews Drive resolution of cross-business-unit and cross-pillar friction items identified in retrospectives; escalate unresolved items to leadership as needed

Qualifications

Extensive experience in quality control & quality assurance (QA/QC) and/or Commissioning (Cx) programs for data centers or mission critical construction projects BS in Construction Management or Engineering or equivalent work experience Experience with Design-Build and Design-Bid-Build construction programs Experience in civil/structural, building envelope, mechanical, electrical, and I&C disciplines Experience leading QA/QC and Cx programs Experience in contractor, consultant, and vendor management Experience in mission critical power and cooling infrastructure or other critical systems Experience adapting to a fast-paced, hands-on work environment Familiarity with enterprise-scale data center quality program standards, processes, and tools Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements) Experience in personnel management, staffing and scheduling Experience operating within cross-functional POD or agile team structures with OKR-based goal-setting Project Management Professional (PMP) or equivalent certifications Experience utilizing Autodesk BIM360 Field and/or Autodesk FORMA software Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies Experience with data-driven program management, KPI development, and performance metrics Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews) Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements) Experience managing third-party quality programs or vendor oversight at a program level Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews) Experience collaborating across organizational boundaries and influencing decisions without direct authority across multiple teams and stakeholders Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies

Compensation: $150,000/year to $209,000/year + bonus + equity + benefits
