Project Procurement manager

Project Procurement Manager integrates procurement from the tender and sales phase through project execution, establishes the project procurement strategy, leads cross-functional procurement activities, and ensures competitive, compliant and timely sourcing of equipment, systems and services for transmission projects. The position is accountable for procurement contribution to project profitability, delivery, quality, dispatch, risk management and customer commitments.

How You'll Make an Impact

·   Lead end-to-end project procurement for large and complex transmission projects, including HVDC, FACTS/STATCOM, associated EPC packages, from bid stage through execution and project closure.

·   Represent Procurement in the project core team and act as the single procurement interface toward Project Management, Sales, Engineering, Quality, Logistics, Commercial, Legal, suppliers and global or regional commodity teams.

·   Develop and execute the project procurement plan based on project requirements, commodity strategies, supplier-market conditions, delivery priorities and contractual obligations.

·   Provide reliable procurement inputs during the bidding phase, including budgetary quotations, cost estimates, lead times, sourcing assumptions, offer validity, logistics inputs, escalation or hedging provisions, and procurement risks and opportunities.

·   Prepare sourcing and negotiation strategies with focus on total cost, competitiveness, cash flow, contractual protection, localization, supplier capacity and schedule security. Lead negotiation reviews, final negotiations, awards and contract placement.

·   Coordinate RFQ packages, supplier onboarding and qualification, techno-commercial alignment, commercial comparisons, approvals, purchase orders, order acknowledgements and contractual documentation.

·   Lead and functionally coordinate project buyers and commodity managers. Define package ownership, priorities, milestones and escalation paths, and ensure disciplined follow-up of actions.

·   Monitor procurement schedule, critical and long-lead items, supplier engineering, manufacturing, inspection, dispatch and delivery. Initiate recovery and escalation measures where project milestones are at risk.

·   Identify, quantify and mitigate procurement risks and opportunities. Maintain transparent reporting on cost, savings, cash flow, claims, supplier exposure, delivery status and procurement KPIs.

·   Drive supplier performance, qualification, development and risk management jointly with Supplier Quality Management and Engineering. Ensure compliance with applicable procurement processes, delegation of authority, integrity standards and contractual requirements.

·   Manage contract deviations, change orders, claims and supplier non-performance in cooperation with Project Management, Quality, Legal and Commercial teams.

·   Promote local-for-local and local-for-global sourcing, alternate-source development, early supplier involvement, cost-out and value-engineering initiatives without compromising quality or project requirements.

·   Ensure accurate and timely documentation in relevant procurement and reporting systems, including SAP and approved project procurement tools.

TRANSMISSION COMMODITY AND PACKAGE EXPOSURE

The candidate should have hands-on procurement exposure across a broad mix of transmission-project packages. Relevant experience may include:

·   EHV and primary equipment: power and coupling transformers, instrument transformers such as CT, CVT, IVT and VT, circuit breakers, disconnectors, wall bushings, surge arresters, air-core and line reactors, capacitors, insulators, clamps, connectors and stringing hardware.

·   Electrical balance of plant: MV and LV switchgear, control and relay panels, SAS/SCADA, protection systems, LT panels, auxiliary transformers, UPS, batteries and chargers, DG sets, MV/LV power and control cables, busbar and earthing systems.

·   FACTS/STATCOM and HVDC-related packages: valve cooling systems, converter auxiliaries, resistors and NGR, AVR, pre-charge equipment, harmonic monitoring or analyzer systems, online oil and moisture monitoring, cooling-water systems and associated special systems.

·   Project services and infrastructure: civil works, structural steel, installation and erection services, studies, testing, logistics, heavy or ODC transportation, firefighting, illumination, video monitoring and other project-specific services.

What You Bring

·   Bachelor’s degree in Electrical Engineering. A postgraduate qualification in Supply Chain Management, Business Administration or Project Management is an advantage.

·   Approximately 20 years of progressive experience in procurement, supply chain, project procurement, proposal management, project management, engineering or manufacturing, with substantial experience in procurement leadership roles.

·   Demonstrated experience in the power transmission business is essential, preferably covering large EPC, HVDC, FACTS/STATCOM, AIS/GIS substation or grid-infrastructure projects.

·   Strong understanding of electrical equipment, specifications, supply markets, supplier economics, manufacturing lead times and commercial drivers relevant to transmission projects.

·   Proven experience in complex techno-commercial negotiations, contract management, claims, long-term agreements, supplier qualification and development, and cross-border sourcing.

·   Experience working in an international project environment and coordinating global, regional and local stakeholders and suppliers.

·   Advanced working knowledge of SAP and MS Office. Experience with e-sourcing, eAuctions, data analytics, cost modelling and digital procurement tools is desirable.

·   Fluent business English. Additional language capability is an advantage.
