Azure is the foundation of Microsoft’s cloud services and is expanding its mission-critical footprint for U.S. Government customers. The Microsoft Specialized Cloud (MSC) team enables secure, compliant cloud environments across US Sovereign and Air-gapped Cloud (AGC), translating mission demand into coordinated infrastructure and capacity delivery.

Microsoft has an exciting opportunity for a Principal Technical Program Manager on the Cloud + AI MSC team. This role will lead end-to-end (E2E) technical programs across US Sovereign and Air-gapped Cloud (AGC), coordinating cross-organization technical exchanges and driving integrated plans from demand signal through capacity delivery.


This Technical Program Manager (TPM) will partner across engineering, infrastructure, finance, field, and operations teams to establish clear scope, dependencies, milestones, and decision paths. By adapting project schedules and scope as technical constraints and customer priorities evolve, this role will keep critical workstreams aligned and accelerate reliable capacity delivery for U.S. Government customers.

Responsibilities
  • Lead end-to-end technical programs across US Sovereign and air gapped cloud (AGC), from customer demand intake and requirements definition through capacity readiness and delivery.
  • Translate U.S. Government customer demand into actionable capacity and buildout requirements aligned with approved investments and technical feasibility.
  • Coordinate cross-organization technical exchanges across Microsoft Specialized Cloud (MSC), engineering, infrastructure, operations, finance, compliance, and federal field teams to align stakeholders and accelerate decisions.
  • Develop and manage integrated project schedules that define scope, critical paths, dependencies, milestones, owners, and decision points.
  • Adapt scope, sequencing, and schedules as customer priorities, engineering constraints, or infrastructure conditions evolve while protecting mission-critical outcomes.
  • Proactively mitigate delivery risks, blockers, and cross-team gaps, escalating decisions with clear options, impacts, and recommendations.
  • Represent the voice of U.S. Government customers while maintaining an effective rhythm of business that provides executive visibility and drives accountable, predictable delivery of secure capacity.

Qualifications

Required/minimum qualifications:

  • Bachelor's Degree AND 6+ years experience in technical program management, engineering, infrastructure delivery, cloud services or product development 
    • OR equivalent experience.

  • 3+ years of experience managing cross-functional and/or cross-team projects.

The successful candidate must have an active U.S. Government Top Secret/SCI Security Clearance. Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate clearance and/or customer screening requirements may result in employment action up to and including termination.

  • Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.
  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
  • Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents, or verified US government Clearance.

Additional or preferred qualifications:

  • Bachelor’s degree in computer science, Engineering, Information Systems, Business, or a related technical field and 8+ years of experience in technical program management, engineering, infrastructure delivery, cloud services, or product development;
    • or equivalent experience.
  • 6+ years leading complex, cross-functional technical programs involving multiple engineering, infrastructure, operations, finance, compliance, and customer-facing organizations.
  • 3+ years supporting cloud infrastructure, capacity planning, datacenter buildout, sovereign cloud, regulated environments, or mission-critical government workloads.
  • Experience developing and managing integrated program schedules, including scope, critical paths, dependencies, milestones, risks, owners, and decision points.
  • Demonstrated ability to adapt program scope, sequencing, and schedules as customer priorities, technical constraints, and infrastructure conditions evolve.
  • Experience translating customer demand into actionable technical, capacity, and buildout requirements aligned with investment priorities and technical feasibility.
  • Proven ability to influence senior stakeholders, facilitate cross-org technical exchanges, resolve ambiguity, and drive timely decisions without direct authority. 

Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $142,800 - $274,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $188,000 - $304,200 per year.
