Reporting to the GM – PNT, the Order Fulfilment Lead has ownership for a complex, multi-functional manufacturing and supply chain organization supporting a key business within Keysight. You will be responsible for developing and executing operational strategies that drive growth, operational excellence, customer satisfaction, quality, and profitability.  You will also be accountable for operating plans, inventory, costs, productivity and capital investment priorities.

You will provide leadership across planning, procurement, factory order management, manufacturing, quality, manufacturing engineering, logistics, shipping, and warehouse operations while partnering closely with engineering, finance, and global operations leaders to enable sustainable growth and organizational effectiveness.

This role reports to the CoE within a matrix organisation, with functional alignment to the global Order Fulfilment team, its processes, and governance.

Responsibilities
  • Lead teams responsible for the delivery of the Keysight’s PNT CoE Order Fulfilment function and take ownership of agreed revenue targets.. A strong managerial presence is required to support stakeholders on a day-to-day basis.
  • Align manufacturing and supply chain capabilities with evolving business objectives, product roadmaps, and market demands.
  • Develop and execute long-range operational strategies that support growth, customer commitments, profitability, and scalability. This includes the analysis and design of end-to-end supply chain solutions, tools, processes and metrics including materials planning and operations, export control, logistics and financial flows, business intelligence, and execution of strategy to improve efficiency, effectiveness and capabilities across the supply chain.
  • Lead initiatives to improve forecast accuracy, order execution, inventory turns and working capital performance.
  • Strengthen supplier partnerships and drive sourcing strategies that mitigate risk, improve continuity and deliver agreed COGS targets..
  • Conduct external benchmarking on supply chain processes in related industries. May develop and manage supply chain business integration programs for potential mergers and acquisitions.
  • As a senior member of the PNT CoE Leadership team, contribute to the COE’s quarterly revenue planning-prioritisation, 3-year strategy planning, resource management, mitigation planning and support to NPI developments.
  • Promote a culture of innovation and continuous improvement to drive cycle-time reduction, quality enhancements, and cost optimization initiatives.
  • Lead the development and governance of ISO-compliant and other regulatory processes, ensuring continuous audit readiness and a culture of quality, compliance, and operational excellence.
  • Represent order fulfilment in the finance-led risk management team with other functional leaders to proactively identify, assess, and mitigate operational risks, ensuring business continuity and performance.
Qualifications
  • Bachelor's or Master's degree (or equivalent professional qualification or equivalent experience) with a strong foundation in business, supply chain, logistics, or a related discipline.
  • Extensive leadership experience across supply chain, logistics, and operational functions, ideally within the telecommunications or technology sector.
  • Proven success operating in complex, fast-paced global matrix organizations, driving alignment across multiple stakeholders and functions.
  • Strong strategic leadership capability with a track record of developing and delivering organizational and transformational initiatives that drive business performance.
  • Demonstrated expertise in fostering a culture of continuous improvement, operational excellence, and sustainable business change.
  • Experience leveraging AI and digital technologies to enhance automation, streamline processes, and improve operational efficiency.
  • Data-driven decision maker with the ability to use systems, analytics, and insights to inform strategy, optimize performance, and support business growth.
  • Experience managing significant operational budgets and financial performance.
