Network Development Manager, APAC

We are looking for a Network Development Manager to join our APAC network infrastructure group to support our growing network footprint needs. You will lead network investments through capacity and dark fiber leases and acquisitions, network infrastructure development, and construction. You will — often working with partners and vendors — develop and implement strategies to provide Meta with competitive economics, flexibility and scalability, reliable delivery and high availability as well as optimized operation and maintenance arrangements. Responsibilities
Develop supply strategies for capacity connecting and expanding our CDN network Manage a portfolio of infrastructure suppliers globally, but with a focus on the APAC regions Identify suppliers, negotiate commercial terms, and work with the engineering and legal departments to negotiate and execute supplier contracts Project Management: Drive end-to-end execution of complex infrastructure projects across internal and external cross-functional stakeholders Manage and develop partner relationships across a diverse range of countries Oversee the performance and management of contracts through the full lifecycle, tracking and ensuring supplier compliance with the terms and conditions of the contract, processing of supplier invoices, creation of contract variances and renegotiation as needed Understanding the subsea and telecom wholesale markets' technological and commercial developments and positioning Meta in the right place Maintains a deep familiarity with other major market players and competitive dynamics on both the supply and demand side; keeps track of price trends in the market to ensure the company offers competitive commercial terms for Meta Collaborating with cross-functional teams to develop network requirements and acquisition strategies, and generating clear and objective investment analysis and recommendations for investment approvals Working closely with finance and planning teams to develop budgets, forecasts, and long-range investment plans, and with Accounting and Accounts Payable for the accurate processing of supplier invoices and compliance with accounting guidelines Accommodate pre-planned travel as required for the role
Qualifications
B.A./B.Sc. or equivalent in a technical or business-related field with 5+ years of relevant experience Experience in a lit capacity, fiber infrastructure, and carrier market players, and familiarity with evolving commercial trends Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews) Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews) Familiarity with network automation frameworks and data-driven capacity modeling tools used to support large-scale infrastructure investment decisions Project management experience, including coordinating procurement, construction, and operational teams across multiple work streams including procurement, construction, and operational teams Experience communicating investment analyses and recommendations to cross-functional stakeholders and external partners, including relationship building and collaboration across cross-functional teams Proven experience with major business development projects and managing joint investments with partners across multiple regions A proven track record of major deal execution and understanding of subsea cables (preferably) and/or terrestrial fiber infrastructure Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements) Financial or data modeling experience and the ability to quantitatively analyze and present findings Experience in adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
