Ciscoでは、グローバルGovernment Affairsチームの一員として、日本におけるGovernment Affairsを担うプロフェッショナルを募集しています。

Japan Government Affairs Managerとして東京を拠点とし、日本Government Affairs責任者にレポートしながら、日本国内におけるCiscoの政府機関との関係構築や、公共政策に関する取り組みをリードしていただきます。

CiscoのGovernment Affairsチームは、世界各国の政府機関に対してCiscoを代表し、主要な政府関係者との関係を構築するとともに、Ciscoの公共政策上の目標を推進し、政府関係者にテクノロジー業界について理解を深めてもらう役割を担っています。

Government Affairsは、テクノロジー業界に影響を及ぼす主要な立法・規制・グローバルな課題に幅広く関与しています。

私たちのチームは、約20数か国に在籍する政府・公共政策の専門家で構成されており、各国の政府の最上層レベルにおいてCiscoを代表しています。チームメンバーは、政府内外での豊富な経験を有し、業界におけるリーダーとして広く認知されています。

あなたが担う役割

Japan Government Affairs Managerとして、日本国内のさまざまなレベルの政府関係者・政策立案者に対してCiscoを代表し、日本全国における政府・政策関係者とのエンゲージメントを推進していただきます。

また、Ciscoの事業成長を支え、「すべての人にとってインクルーシブな未来を実現する」というCiscoのPurposeを推進するため、革新的な政策ソリューションの策定・実行において重要な役割を担っていただきます。

主な職務内容：

• 政府の主要関係者、選挙で選出された公職者、政策立案者との強固な関係を構築し、Ciscoの見解や戦略的優先事項を効果的に伝える
• 業界団体・連合体、政府による公聴会、その他関連会議などにおいてCiscoを代表するなど、地域・国内の政策立案および規制策定プロセスにCiscoが積極的に関与できるよう取り組む
• Ciscoの主要な公共政策イニシアチブを推進するためのアドボカシー戦略を策定・実行する
• 政治、政策、CiscoのPurposeに関連する取り組みを通じて、Ciscoの公共部門向け営業およびビジネス開発チームを支援する
• 日本国内の政治・政策動向を継続的にモニタリング・分析し、ビジネスへの潜在的な影響について助言する
• ポジションペーパー、規制当局への提出書類、意見陳述・証言資料、ブリーフィング資料などを作成し、プレゼンテーションを行う
• Cisco Japanの経営陣およびグローバルのシニアエグゼクティブと緊密に連携し、複雑な規制・政策上の問題について、明確かつ簡潔に説明する
• アジアおよびグローバルのGovernment Affairsチームのメンバーと、国境を越えた協働や知識共有を推進する

必須要件

• 政府機関、企業のGovernment Affairs部門、業界団体、法律事務所、公共政策関連機関などにおいて、5年以上の政治・公共政策に関する実務経験
• テクノロジー政策に関わる立法・行政プロセスを含む、日本の政治・規制環境に関する包括的な理解
• 国内外においてテクノロジー業界に影響を与える公共政策課題に関する知識・経験
• 非常に高い政治的判断力（Political Judgment）と関係構築能力
• 優れたコミュニケーション、コラボレーション、アドボカシー能力。共通の目標達成に向け、社内の複数のチーム間で合意形成を推進した実績
• 日本語・英語ともにネイティブに近いレベルの語学力
• 日本国内への出張、および場合によっては海外出張が可能であること

歓迎要件

• 民間および公共セクターにおける、通信・テクノロジー関連の業務経験
• 政治学、経営学、法学、経済学、または関連分野の学位

Meet the Team

Cisco is seeking a government affairs and public policy professional to join its global Government Affairs team as Japan Government Affairs Manager. Based in Tokyo and reporting to the Head of Government Affairs for Japan, this individual will help lead Cisco’s government engagements and public policy efforts throughout the country. 

Cisco’s Government Affairs team represents the company with governments around the world to build relationships with key leaders, advance Cisco’s public policy goals, and educate governments about our industry. Government Affairs is involved in all key legislative, regulatory, and global issues that impact the technology industry.

We are comprised of government and public policy experts across two dozen countries who represent Cisco at the highest levels of government. The team has extensive experience in and out of government and are recognized leaders in the industry.      

Your Impact

As Japan Government Affairs Manager, you will represent Cisco with leaders at all levels of government to facilitate our engagement throughout the country. You will play a pivotal role in formulating and implementing innovative policy solutions that advance Cisco’s business and enable our purpose to power an inclusive future for all.

Key responsibilities include:

• Cultivate strong relationships with key government leaders, elected officials, and policymakers to effectively convey Cisco’s perspective and strategic priorities
• Proactively engage Cisco in local policymaking and regulatory processes, including representing the company in industry coalitions, government hearings, and other relevant meetings
• Develop and execute advocacy strategies to help advance Cisco’s core public policy initiatives
• Support Cisco’s public sector sales and business development teams with political, policy, and purpose-driven initiatives
• Monitor and analyze political and policy trends across Japan to advise on potential business implications
• Prepare and present position papers, regulatory filings, testimony, and briefings
• Work closely with Cisco’s leadership in Japan and other senior executives globally, providing clear and concise explanations of complex regulatory and policy matters
• Foster cross-border collaboration and knowledge sharing with Government Affairs colleagues in Asia and globally

Minimum Qualifications:

• 5+ years of political and public policy experience from roles within government, corporate government affairs, trade associations, law firms, and/or public policy institutions
• Comprehensive understanding of the political and regulatory landscape in Japan, including the legislative and administrative processes involved in technology policy
• Familiarity with public policy issues impacting the technology industry locally and globally
• Exceedingly strong political judgement and relationship-building skills
• Excellent communication, collaboration, and advocacy skills with a demonstrated ability to build consensus across internal teams in pursuit of shared objectives
• Near-native fluency in Japanese and English
• Ability to travel throughout Japan and, on occasion, internationally 

Preferred Qualifications:

• Telecommunications and technology-related experience in the private and public sectors
• Degree in political science, business, law, economics, or a similar field
