Description and Requirements
Job Responsibilities:
Lead the China export-control compliance program, including policies, procedures, controls, monitoring, and reporting
Provide practical guidance to business, supply chain, logistics, sales, product, and China Import/Export teams on export-control requirements
Review higher-risk transactions, controlled-product shipments, technology transfers, end users, end uses, and destinations; escalate red flags and compliance concerns
Coordinate with Legal on export license determinations, applications, conditions, government notifications, and regulatory inquiries
Ensure licenses and approvals are accurately recorded, declared, monitored, and reconciled, including license utilization tracking
Oversee End User Certificate, third-party due diligence, restricted-party screening, and end-use review requirements for controlled and high-risk transactions
Partner with China Import/Export and logistics teams to ensure brokers and shipping teams correctly declare licenses and retain required export documentation
Support compliance requirements for restricted GPUs, advanced computing items, and shipments under U.S. export licenses, including required pre-shipment notifications
Monitor PRC and global regulatory developments; assess business impact and implement required operational changes
Lead internal compliance reviews, audits, investigations, corrective actions, and management reporting
Drive system enhancements and data-quality controls to prevent transactions from proceeding without required classifications, approvals, or documentation
Manage and develop China export-control team members
Job Requirements
Bachelor’s degree in international trade, law, customs, supply chain, business, or related field
8+ years of experience in export controls, trade compliance, customs, or international trade, including leadership or program-management experience
Strong knowledge of PRC Export Control Law, dual-use export-control regulations, and related China trade compliance requirements
Strong working knowledge of U.S. EAR, ECCN classification, export licensing, sanctions, restricted-party screening, and end-use/end-user controls
Experience managing complex global export-control issues involving technology, semiconductors, servers, GPUs, or advanced computing products
Experience with SAP, SAP GTS, or similar global trade compliance and ERP systems
Strong leadership, communication, project-management, and stakeholder-management skills
Fluent Mandarin and English
Core Skills
PRC and global export-control regulatory knowledge
U.S. EAR, ECCN classification, licensing, and sanctions knowledge
Export license, authorization, and utilization management
End-user, end-use, and restricted-party due diligence
Risk assessment, issue escalation, and sound compliance judgment
Import/export documentation, customs declaration, and recordkeeping controls
SAP/GTS or other global trade compliance system experience
Audit, investigation, corrective-action, and control-testing capability
Cross-functional stakeholder management and influencing skills
Team leadership, project management, and process improvement
Clear written and verbal communication in Mandarin and English
Strong analytical skills, attention to detail, and documentation discipline
