- Help establish and mature a centralized PMO with direct sponsorship from the Operations Director.
- Gain broad exposure to project delivery, resource management, project financials, commercial governance, and business operations.
- Work directly with senior stakeholders and contribute to management and steering committee discussions.

Key Responsibilities
PMO Governance & Standards
- Support the design, implementation, and ongoing operation of a centralized PMO for client delivery projects.
- Develop, maintain, and continuously improve project governance standards, policies, templates, reporting routines, and stage-gate processes.
- Promote consistent adoption of agreed governance requirements across project initiation, planning, delivery, monitoring, change control, closure, and post-project review.
- Partner with project managers and delivery leads to improve the quality, consistency, and timeliness of project documentation and reporting.
- Coordinate and maintain key PMO artefacts, including project plans, RAID logs, change requests, status reports, governance records, and closure documentation.
- Support project health checks, governance reviews, and audits, helping teams identify and address process or delivery gaps.
- Coach project teams on PMO standards, reporting expectations, and governance best practices.
Portfolio Reporting & Management Insight
- Consolidate project information across the active portfolio to provide management with a reliable, timely, and actionable view of delivery performance.
- Prepare weekly and monthly PMO dashboards and management reports covering project status, schedule, budget, forecast, risks, issues, dependencies, resource capacity, utilization, and billing readiness.
- Analyse project data to identify delivery trends, emerging risks, cross-project dependencies, resource constraints, and areas requiring management attention.
- Provide early visibility of material delivery, commercial, financial, or governance risks, together with clear recommendations for follow-up actions.
- Support executive and steering committee reporting by preparing concise, accurate, and decision-oriented reporting packs.
- Track agreed project and portfolio KPIs, ensuring data is complete, appropriately validated, and communicated clearly to stakeholder
Delivery Control & Project Health
• Work closely with project managers to review project plans, milestones, risks, issues, dependencies, recovery actions, and change requests.
• Ensure key risks, issues, assumptions, and dependencies (RAID) are documented, owned, tracked, and appropriately escalated.
• Facilitate escalation of material project risks, delivery issues, commercial impacts, and governance deviations to relevant stakeholders.
• Coordinate project health checks and periodic delivery reviews to promote early intervention and improved project outcomes.
• Support post-project reviews and lessons-learned activities, translating findings into practical process improvements.
• Help project teams maintain appropriate governance discipline while balancing control requirements with practical delivery needs.
Resource, Financial & Commercial Support
• Work with project managers, delivery leads, and finance teams to consolidate project financial information, including budget performance, forecast updates, revenue and cost tracking, utilization, and billing readiness.
• Monitor project staffing plans and resource availability across the portfolio, highlighting potential capacity constraints, skill gaps, or delivery risks.
• Support portfolio-level resource planning and provide management with visibility of utilization, demand, resourcing priorities, and upcoming requirements.
• Support governance of scope changes, change requests, commercial impacts, and delivery performance.
• Help maintain accurate project and portfolio information to support operational planning, management reviews, and business decision-making.
PMO Operations & Continuous Improvement
• Serve as a central point of coordination for project reporting, PMO processes, and portfolio management information.
• Maintain a centralized repository of PMO templates, project data, governance records, reporting packs, and lessons learned.
• Identify opportunities to streamline reporting processes, improve data quality, and introduce practical automation and dashboard enhancements.
• Support the selection, implementation, and effective use of PMO, project management, and collaboration tools.
• Contribute to the continuous development of a scalable, practical, and commercially relevant PMO function.
Requirements
Education
- Bachelor's degree in Business, Information Systems, Computer Science, Project Management, or a related discipline.
Experience
• 4–7 years of relevant experience in PMO, project governance, project operations, project delivery, business operations, or a related function.
• Experience supporting or coordinating multiple concurrent projects, ideally within a client-facing environment.
• Practical experience in project reporting, portfolio reporting, project governance, RAID management, change control, and stakeholder coordination.
• Experience working with project managers, delivery teams, finance teams, and senior business stakeholders.
• Experience in IT professional services, system integration, consulting, technology delivery, or a similar project-based environment is highly preferred.
• Exposure to project financials, budgeting, forecasting, billing readiness, utilization, or resource planning is an advantage.
• Experience supporting the establishment, enhancement, or operation of a PMO is desirable.
Technical & Functional Skills
• Strong understanding of PMO governance, project lifecycle management, portfolio reporting, and project controls.
• Hands-on experience with RAID management, change control, project tracking, project status reporting, and management dashboards.
• Advanced proficiency in Excel and PowerPoint, including the ability to analyze project data and present clear management-level insights.
• Familiarity with project management and collaboration tools such as Jira, Microsoft Project, Microsoft Planner, Smartsheet, Power BI, or equivalent platforms.
• Good understanding of project financials, resource planning, utilization management, and service delivery operations.
• Strong analytical ability, with attention to detail and the confidence to identify inconsistencies or gaps in project information.
Certifications
- PMP, PRINCE2, Agile, Scrum, or other relevant project management certification is an advantage, but not essential.
Personal Attributes
• Highly organized, analytical, and detail-oriented, with the ability to manage multiple priorities in a fast-paced environment.
• Comfortable working across delivery, finance, operations, and senior-management stakeholders.
• Able to balance governance discipline with a practical understanding of project-delivery realities.
• Proactive in identifying risks, inconsistencies, and improvement opportunities, and able to follow through on agreed actions.
• Confident communicator with strong written, verbal, presentation, and stakeholder-management skills.
• Able to translate complex project information into concise, structured, and decision-ready management updates.
• Strong written and spoken English is essential; Cantonese is preferred.
