We are seeking a proactive and detail-oriented Program Manager to join the GTA Emerging Markets PMO team. In this role, you will partner with key members of TA, TA Tech, Legal, Global TA Risk and Compliance, Workplace Trust, Public Relations, Employee Relations, and other central compliance or support teams to manage the lifecycle of cross-functional programs. You will provide consultative support to partners to identify opportunities for control improvements with the objective of mitigating risk and improving compliance and operational performance. You will dive deep into various HR, TA, and regulatory/compliance subject matters, take ownership for unmitigated risks, and encourage innovative and pragmatic solutions to complex problems. You will work with stakeholders to translate ambiguous process, legal, and regulatory obligations into system, operations, or process requirements, monitor the effectiveness of controls designed to meet obligations on an ongoing basis, and develop and lead remediation plans to mitigate risk. You will deliver independently with limited guidance, navigating and creating clarity where business problems and solutions are undefined. Projects and programs may be driven by new legal requirements, solution implementations, processes, products, or emerging risk issues. You will establish governance mechanisms, take up programs aligned to organizational priorities, analyze data to identify trends, build mechanisms that solve business problems programmatically, and ensure the PMO continues to progress toward its strategic objectives.

Key job responsibilities
- Analyze historical recruiting records through data-driven audits to uncover process misses, support remediation efforts, and provide consultative guidance to TA stakeholders on India-specific regulatory and compliance matters
- Manage end-to-end program execution across multiple concurrent initiatives - owning milestones, timelines, risk registers, stakeholder communications, and written narratives (MBR inputs, program updates) for senior leadership
- Translate ambiguous legal, regulatory, and internal policy obligations into actionable TA guidance, SOPs, and process requirements; partner with Legal, PXT, Employee Relations, and HR Compliance on India-specific labor laws impacting hiring
- Serve as a subject matter resource on India TA compliance — providing consultative support to recruiters, hiring managers, and TA leaders across categories such as candidate evaluation, offer management, regulatory/legal frameworks, and recruitment data management
- Monitor effectiveness of compliance controls on an ongoing basis; develop audit methodologies, build dashboards/metrics to track program health, and escalate unmitigated risks with data-backed recommendations
- Drive process improvement by streamlining, eliminating, or automating excess controls to reduce recruiter administrative burden while maintaining compliance standards
- Support fraud prevention initiatives by identifying anomalous patterns in recruiting data and recommending preventive controls
- Coordinate cross-functional working groups involving TA operations, HRIS, TA Tech, and business partners; develop and deliver training materials and change management communications
Basic Qualifications
- Experience defining program requirements and using data and metrics to determine improvements
- Knowledge of Microsoft Excel (macros, pivots, lookups) at an advanced level
- Master's degree (MBA or related discipline), or Bachelor's degree
- 4+ years of experience in program management, HR operations, compliance, or risk management
Preferred Qualifications
- Experience in stakeholder management, dealing with multiple stakeholders at varied levels of the organization
- 6+ years of HR, privacy, legal, compliance or risk management experience
- Experience with recruiting systems
