Product Manager, Fleet Planning Tools, Fleet Procurement & Capacity Planning (FPAC)
Amazon's Fleet Procurement and Capacity Planning (FPAC) team manages one of the largest international commercial vehicle fleets, partnering with OEMs, Fleet Management Companies (FMCs), and technology teams to deliver fleet capacity at the right place, right time, and right cost. Within FPAC, the Products and Tools function owns the planning systems, policy frameworks, and automation capabilities that power fleet decisions across 10+ European markets. The team builds and operates FORCE (Fleet Optimization, Requirement and Control Engine), FAB (Fleet Allocation and Balancing), the Deployment Model, and the EFR (Estimated Fleet Requirements) policy framework - collectively responsible for over $1B in fleet procurement and allocation decisions annually.
EU fleet is transitioning from a fixed supply model to a layered, demand-responsive structure combining Minimum Branded Supply (~76%) and variable supply (~24% across Self-Sourcing, Last Mile Rental, and 3P rentals). EFR is evolving from a planning visibility tool into the unified governance framework for €600MM+ in annual DSP fleet payments across these supply types. This role supports the product delivery that enables that transition.

Key job responsibilities
EFR Payment Automation :
- Own Fleet Planning view and VPA (Vehicle Payment Automation) product requirements end-to-end: translate approved payment policies into BRDs, technical specifications, and acceptance criteria for engineering teams (LMFT, GFPA); manage the full feature lifecycle from requirements through UAT, launch, and post-launch validation.
- Deliver EFR as a payment data source at ownership-type level within EU legal framework.
- Build and execute test scenarios that validate payment outputs against policy intent across vehicle types; flag discrepancies before production deployment.
- Track payment accuracy metrics and flag anomalies (overpayments, capping violations, reconciliation mismatches) using existing dashboards; support the EFR Policy Lead in identifying patterns in payment errors, DSP disputes, and data quality issues.
- Contribute to WBR/MBR reporting on payment accuracy, automation coverage, and system health; partner with BIE/analytics teams to define reporting requirements and validate dashboard outputs against policy intent.
- Define data validation rules and business logic checks to detect quality issues in FMC data feeds (vehicle status, stock position, asset transfers) before they propagate into payment outputs.
- Support feature-level delivery for assigned capabilities within the fleet planning tools portfolio, contributing product requirements, acceptance criteria, and UAT execution as directed by the planning tools lead.
- Coordinate with Science, Engineering, and business stakeholders to clear blockers and support timely delivery of system releases.
- Serve as the day-to-day interface between fleet business owners, EFR Policy Lead, and engineering/science teams; gather user feedback and translate operational needs into feature requests and prioritized backlog items.
- Maintain product documentation including user guides, release notes, and process flows.
Basic Qualifications
- Experience writing business requirements documents, functional specifications, and use cases
- Experience leading cross-functional teams to deliver products and projects on tight deadlines
- Experience using data analysis to drive business decisions
- Bachelor's degree in supply chain, business, engineering, finance or related technical or quantitative field
- Experience in product management in technology, operations, or data-intensive environments
- Ability to run UAT cycles and validate system outputs against business rules
Preferred Qualifications
- Experience in transportation and supply chain
- Experience in capacity planning, operations planning, business analysis or similar
- Experience building and designing test cases including knowledge of test methodologies
- Experience in Artificial Intelligence/Machine Learning (AI/ML) Standards Law
- Experience working in a fast-paced environment similar to a high-tech start-up
- Experience with data integration from external partners or third-party systems
- Experience operating in a multi-country, European environment
