  • 8+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

The Compliance function ensures that the EU entity operates with the highest standards of regulatory integrity, scheme compliance, and risk management across all payment processing activities.

As the Senior Manager, Payments Scheme Oversight, you will play a key role in delivering the second-line compliance oversight for PayPal Europe’s payments activities, including card issuing and acquiring and SEPA scheme participation. You will work closely with business teams, payments operations, legal, risk, and global compliance partners to ensure that the EU entity meets applicable regulatory and payment scheme obligations, and maintains robust governance and control frameworks.

This is a highly impactful role that supports PayPal’s continued ability to offer payment products and services safely, effectively, and in compliance with applicable regulatory and payment scheme expectations. The role is key to ensuring that the Authorized Managers and the CSSF receive strong assurance that regulatory and payment scheme obligations are met across PayPal Europe’s card and SEPA payment activities.

Additional Responsibilities

  • Enhance and maintain the EU entity’s second-line oversight framework for payments scheme compliance, covering card issuing, card acquiring, and SEPA payment activities.
  • Provide second-line review and challenge of key payments processes, including:
    • Card transaction flows, fraud and dispute handling, card issuance lifecycle, and merchant risk controls

    • SEPA credit transfer and direct debit processing, exception handling, and scheme mandates

  • Assess applicable regulatory, card network, and SEPA scheme requirements, and support the business in implementing effective and compliant processes.
  • Work closely with first-line teams and global compliance partners to ensure scheme mandates, rule changes, product updates, and operational changes are understood and appropriately managed.
  • Represent the EU entity in relevant governance forums and provide compliance reporting to the PayPal Europe leadership team.
  • Support regulatory, card network, and SEPA scheme examinations, audits, and compliance inquiries.
  • Identify emerging risks across card and SEPA payment activities and collaborate with stakeholders to address them proactively.

Some of your day to day functions will look like;

1. Payments Scheme Oversight (Cards & SEPA)

  • Serve as the EU compliance subject-matter contact for payments scheme obligations, including card networks and SEPA schemes (SCT, SCT Instant, SDD Core, and Verification of Payee).
  • Monitor, interpret, and assess updates from card networks and European Payment Council for SEPA scheme, and collaborate with the business to ensure relevant requirements are implemented effectively and within required timelines.
  • Provide ongoing oversight of EU entity activities conducted under its card network licenses and SEPA scheme participation.

2. Issuing, Acquiring & SEPA Processing Oversight

  • Review and challenge key controls across:
    • Card issuing and card acquiring lifecycles
    • SEPA credit transfer and direct debit processing activities
  • Support SLOD oversight of:
    • Card issuance, activation flows, merchant onboarding, transaction monitoring, and dispute management
    • SEPA payment execution, settlement, exception handling, and scheme compliance controls
  • Ensure customer, merchant, and counterparty processes operate in line with applicable regulatory and scheme standards.

3. Regulatory Oversight

  • Interpret and apply European regulatory requirements relevant to card and SEPA schemes at a practical level.
  • Partner with legal, risk, and operational teams to ensure compliance is embedded into product and process design.
  • Support preparation for regulatory reviews and provide compliance reporting as required.

4. Governance & Reporting

  • Maintain oversight plans, compliance dashboards, and risk indicators for payments scheme activities.
  • Provide regular updates to senior management and internal governance committees.
  • Identify, escalate, and track remediation of key compliance risks and issues in a timely manner.

5. Collaboration & Partnership

  • Work cross-functionally with product, operations, engineering, risk, treasury, and global compliance teams.
  • Build strong working relationships across the business to support effective and pragmatic compliance outcomes.
  • Support new initiatives and product changes by assessing card and SEPA compliance impacts and providing guidance.

Ideally you will have:

  • Experience in card issuing, card acquiring, and/or payments scheme governance, including card networks and/or SEPA schemes.
  • Familiarity with SEPA payment schemes, such as SCT, SCT Instant, SDD Core, and Verification of Payee, or equivalent account-to-account payment frameworks.
  • Prior involvement in second-line compliance oversight, risk management, or control assurance within a regulated payments or financial services environment.
  • Strong analytical, communication, and stakeholder management skills, with the ability to provide effective review, challenge, and influence.
  • Ability to work effectively in a complex, global, and cross-functional organization.
  • Familiarity with EU regulatory frameworks applicable to payment services, such as PSD2/PSD3 and related regulatory guidance.
