Job Summary:

PayPal’s Global Risk Management function is looking for an experienced individual to provide regulatory compliance oversight for crypto and digital asset initiatives for international markets outside of Singapore. The ideal candidate would have a strong background and experience in regulatory risk management in the crypto and digital asset domain. This role will also assist with broader regulatory and compliance advisory work, as needed.

Job Description:

Essential Responsibilities:

• Identify issues and recommend best practices for risk management within the organization.
• Lead functional projects and programs that enhance risk assessment and mitigation efforts.
• Collaborate with teams to analyze business trends and their implications for risk management.
• Contribute to process improvements that enhance the effectiveness of risk management strategies.
• Provide guidance and support to team members in executing risk management initiatives.

Expected Qualifications:

• 5+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Additional Responsibilities & Preferred Qualifications:

• Provide compliance oversight and advisory for crypto and digital asset initiatives (e.g. PYUSD stablecoin, crypto on/off-ramps, wallets, tokenized payouts/settlement), from ideation to product launch and post-launch monitoring, for international markets outside of Singapore.
• Support licensing and/or regulatory engagements in international markets outside of Singapore and related to PayPal’s crypto and digital assets initiatives, including regulatory requests and governance reporting.  
• Monitor and identify emerging and active regulatory risks and issues, where relevant, and assist in developing mitigation strategies and supporting their implementation in the international markets outside of Singapore. Drive regulatory changes and liaise with stakeholders when applicable.
• Partner closely with internal cross-functional stakeholders (e.g. Legal, GEM, Product, Technology, Treasury, Finance, Operations) to provide advisory guidance on regulatory requirements, policy adherence, control design, and governance-related matters for international markets outside of Singapore.
• Develop, implement and/or enhance policies/standards and risk mitigating controls for crypto and digital asset risk management (e.g. fraud/scams, market conduct, consumer protection, product governance, custody/safeguarding, third‑party/outsourcing risk, and licensing/reporting obligations) for global initiatives and partnerships.
• Serve as a trusted compliance advisor to business units and partners, ensuring alignment between commercial goals and policy adherence.
• Engage Risk and Compliance program stakeholders across the organization to support business initiatives and execute SLOD program requirements.
• Provide advisory on Enterprise Risk and Compliance Management Framework within the region, such as Risk Lifecycle, Issue and Incident Management, Obligation and Regulatory Change Management, amongst others.
• Perform internal and external reporting and support preparation and coordination of various Compliance and/or Regulatory reports.
• Prepare/Present Management Information materials to various governance forums and management meetings.
• Support internal and external audit exercises and remediation of related actions. 
• Support any other compliance-related initiatives as they arise.
