Job Summary:

PayPal’s AML Compliance function is seeking an experienced Second Line of Defense AML Compliance professional to support the overall AML program related to Digital Assets/ Crypto, which includes policy setting, advisory, licensing, senior management reporting, regulatory engagements, transaction monitoring and name screening rule setting, etc. You will play a key role in directing and steering the AML policy and procedures in alignment with PayPal’s Digital Assets strategy. This position offers exposure to multi-jurisdictional licensing projects, direct engagement with regulators and external advisors, and hands-on experience designing AML compliance frameworks for PayPal’s digital asset business. The ideal candidate would have a strong background in AML compliance, sanctions advisory, and regulatory engagement within the crypto space.

Job Description:

Essential Responsibilities:

  • Identify issues and recommend best practices for risk management within the organization.
  • Lead functional projects and programs that enhance risk assessment and mitigation efforts.
  • Collaborate with teams to analyze business trends and their implications for risk management.
  • Contribute to process improvements that enhance the effectiveness of risk management strategies.
  • Provide guidance and support to team members in executing risk management initiatives.

Expected Qualifications:

  • 5+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Additional Responsibilities & Preferred Qualifications:

  • 10+ years of experience in AML or Financial Crime Compliance within a bank, financial institution, fintech, or crypto firm. 
  • Strong understanding of digital assets/crypto-related regulatory frameworks, cross-border payments infrastructure and landscape, including the latest market and regulatory trends.
  • Strong knowledge of MAS regulations, especially the Payment Services Act – Digital Payment Token Service, and regulations and relevant Notices and Guidelines.
  • Familiarity with crypto and digital asset regulatory frameworks in international markets outside of Singapore will be highly regarded.
  • Experience in regulatory engagement and advocacy, including articulating policy positions, responses to regulatory consultations and supporting supervisory interactions, with MAS or comparable international regulators.
  • Self-motivated and experience working for a global company, with multi-disciplinary teams, in a fast-paced, change-intensive environment.
  • Ability to build and maintain relationships with key stakeholders, including strengths in influencing, conflict management, and negotiation.
  • Ability to operate across the compliance risk program and other stakeholders including advisory, monitoring, reporting, and governance.
  • Strong analytical, problem-solving, and critical/creative thinking.
  • Excellent verbal, written, and presentation skills with experience presenting to Senior Leadership.
  • Relevant professional qualifications will be an added advantage.
