PayPal, Inc. seeks Program Manager in Chicago, IL
Job Duties: Organize and lead planning activities resulting in the creation of a release/program roadmap. Ensure all teams align with enterprise planning expectations. Define launch strategy for new product capabilities including geographic scope and rollouts, detailed timing, ramp, and analytics plan. Proactively manage across stakeholder groups to establish interdependencies, identify risks, and resource constraints, and eliminate significant roadblocks in a timely fashion. Ensure measurable KPIs are developed for the program, and that they align to the overall KPIs for the product. Design and manage pilots and beta testing. Create and manage clear Gating Criteria with business partners for Go/No-go decisions. Lead program retrospectives and commitment to improvement on a regular cadence Maintain awareness of cross-product/program synergies and actively communicate opportunities to simplify or better align work across teams. Assess the current methodology, identify/rationalize gaps vs. best practices, and continuously improve the process to support our aggressive deployment schedule. Utilize experience organizing multiple teams that deliver on software/product development initiatives. Apply agile lifecycle management experience and a successful track record of managing complex development programs to deliver technical solutions and achieve business results, positively impacting the customer experience. Develop effective, matrixed, cross-organization relationships, collaborating and communicating across business and technology stakeholders and multiple geographies. Utilize experience with different software development methodologies including the agile development methodology such as Scrum. Partial telecommuting may be permitted from within a commutable distance.
Minimum Requirements: Master’s degree, or foreign equivalent, in Computer Science, Engineering (any field) or a closely related field plus three years of experience in the job offered or a related occupation.
Special Skill Requirements:
1. Program Planning: Develop a comprehensive program plan defining all key program elements such as scope, timeline, resources, success metrics, risks, and dependencies. (3 years)
2. Program Management Methodologies: A strong understanding and experience of utilizing program management methodologies, such as Agile or Waterfall. (3 years)
3. Stakeholder Management: Drive regular communication with internal stakeholders, including business leaders and development teams, to ensure alignment on scope, progress, risks and issues. (3 years)
4. Cross-program synergy: Maintain awareness of cross-product and cross-program synergies, actively seeking opportunities to align and simplify work across teams. (3 years)
5. Software Development Lifecycle (SDLC) Management: Experience overseeing the SDLC, encompassing requirements gathering, design, development, testing, deployment, and maintenance to ensure projects are delivered on time and meet quality standards. (2 years)
6. Technical Documentation: Facilitate the creation of detailed technical specifications, process flow diagrams, and architectural documentation to bring clarity and alignment. (2 years)
7. Risk Management and Issue Resolution: Experience in creating and maintaining a RAID log (Risks, Assumptions, Issues, and Dependencies) to identify, assess, and mitigate risks, while promptly addressing critical issues to ensure projects remain on track. (3 years)
8. Change Management: Implement proactive change management techniques to adapt effectively to evolving requirements. (3 years)
9. System Integration: Conduct thorough examinations of technical processes and workflows to identify inefficiencies and opportunities for improvement. (2 years)
10. Global Product Launch Execution and Performance Tracking: Facilitate execution of product launch strategies working with cross-functional business and technical partners situated globally along with monitoring post-launch performance metrics, providing insights to inform future product development and launch strategies (3 years)

Chicago, IL | Salary: $173,326.00-$173,326.00 per annum. 40 hours per week; M-F, 9:00 a.m. to 5:00 p.m.
