We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade.

Job Summary:

The PayPal Developer Relations (DevRel) organization is evolving to better serve the global developer community and accelerate adoption of PayPal platforms. This role sits at the center of that transformation, helping shape how developers discover, onboard, and build with PayPal through modern, data-driven, and developer-obsessed experiences.

As a Technical Product & Program Manager, you will translate developer needs and ecosystem insights into clear product strategies and scalable programs. You will partner closely with engineering, design, marketing, and business teams to define outcomes, set priorities, and deliver initiatives that improve developer experience, strengthen trust, and drive platform growth across PayPal’s developer offerings.

Job Description:

Essential Responsibilities:

  • Inputs to product strategy with cross-functional stakeholders consistent with the shared vision for the product or enabling platform.
  • Implements the architectural roadmap that balances innovative design and technical implementation, while balancing regulatory requirements, time-to-market, meeting customer needs and product profitability.
  • Controls for the customer experience and customer needs in product requirements and as an input to decision making.
  • Monitors metrics that inform the success of products including usability studies, research and market analysis.
  • Manages one or more workstreams to include analytics, customer discovery, market research and competitive analysis to drive data-driven decision-making.
  • Monitors product profitability measures, including budget.
  • Participates in operational mechanisms that drive execution and accountability including Product Reviews, Operating Reviews, and Business Reviews. Interfaces with product and technology leadership as needed.
  • Partners with content developers, data scientists, product designers and user experience researchers.

Expected Qualifications:

  • 5+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

  • Lead strategic, global developer initiatives that support PayPal’s evolving Developer Relations vision, including programs focused on Developer Experience, platform adoption, startups, and emerging technologies.

  • Translate developer and ecosystem insights into clear product and program goals, roadmaps, and measurable outcomes.

  • Partner closely with engineering, design, marketing, business development, operations, and customer support teams to deliver cohesive, developer-focused solutions.

  • Define and prioritize feature requirements, user stories, and program deliverables to support scalable developer onboarding and engagement.

  • Own the execution of developer programs end-to-end, including defining success criteria, tracking progress against objectives, and communicating priorities and status to stakeholders.

  • Develop and maintain internal business and operational metrics to evaluate program effectiveness and inform continuous improvement.

  • Author high-quality product, strategy, and decision documents that influence investment, prioritization, and execution.

  • Drive go-to-market planning and execution for new developer features and initiatives in collaboration with marketing and communications partners.

  • Continuously assess and improve processes, tools, and operating mechanisms to increase efficiency, scalability, and cross-team alignment.

  • Advocate relentlessly for the developer experience, identifying opportunities to improve workflows, documentation, tooling, and platform usability across PayPal.

Preferred Qualifications

  • 5+ years of experience in product management, technical program management, or a related role with ownership of complex, cross-functional initiatives.

  • Bachelor’s degree in Engineering, Computer Science, or a related technical field, or equivalent practical experience.

  • Demonstrated experience identifying business opportunities, defining product or program strategy, and influencing delivery against a multi-year roadmap.

  • Strong ability to operate in ambiguous environments, deeply understand customer and developer needs, and translate insights into impactful solutions.

  • Solid technical foundation with the ability to understand core technologies, evaluate architectural options, and assess technical tradeoffs and opportunity costs.

  • Proven track record of innovating, building, and managing customer-facing or developer-facing products, platforms, or services.

  • Willingness and ability to engage directly with technical systems, APIs, SDKs, and software environments to effectively manage and advocate for products and programs.

  • Experience managing multiple competing priorities in a fast-paced, highly collaborative environment.

  • 2+ years of experience working with cloud platforms (e.g., AWS, GCP, Azure, OCI), open-source technologies, APIs, SDKs, or other relevant developer technologies.

  • Strong data and analytical skills, including defining performance metrics, analyzing results, and using insights to drive decisions.

  • Excellent verbal and written communication skills, with the ability to clearly articulate complex technical and business concepts to diverse audiences.

  • Demonstrated leadership, sound judgment, personal integrity, and the ability to influence without direct authority.

  • Ability to quickly diagnose problems, anticipate risks, and proactively address potential issues.

The base pay for this role will depend on where you work and the relevant experience and expertise you bring. The expected range of pay for this role by location is:

San Jose, California | ($176,500.00 - $262,350.00 Annually)
