Summary
The Money Transmitter Licensing Manager is responsible for overseeing eBay Commerce Inc.’ s (eCI) multi-state money transmitter licensing program and supporting other regulatory licensing activities across the U.S. and Canada. This role ensures eCI’s state licenses remain in good standing and that all filings, renewals, and reports are submitted accurately and on time. The position partners closely with Legal, Compliance, Finance, and operational teams to support eBay’s payments and commerce initiatives in compliance with applicable state and federal regulations. This role is key to maintaining eCI’s trusted reputation with regulators and supporting eBay’s continued ability to provide seamless and compliant payment experiences for buyers and sellers.
Key Responsibilities
Manage the full lifecycle of eCI’s U.S. state money transmitter and brokering licenses, including applications, renewals, amendments, and surety bond management.
Oversee state reporting and regulatory submissions (quarterly, annual, and event-driven), ensuring timely and accurate completion.
Maintain eCI’s central licensing repository, tracking deadlines, documentation, and regulatory correspondence.
Act as primary liaison with state regulators on licensing-related matters, providing consistent and transparent communication.
Support state and federal regulatory examinations, coordinating document requests, managing responses, and tracking remediation activities.
Collaborate with Legal, Compliance, and Product teams to evaluate licensing requirements for new products, features, or corporate changes.
Support other licensing programs within North America Entity Management as needed — including brokering, Canada Payment Service Provider (PSP), and vehicle dealer licensing — ensuring compliance and timely renewals.
Drive process improvement initiatives to streamline license management and enhance internal controls.
Contribute to eBay’s overall regulatory engagement and compliance culture, supporting proactive risk management and transparency.
Required Skills and Experience
Bachelor’s degree or equivalent experience.
5+ years of experience in licensing, regulatory compliance, or financial regulatory affairs, ideally within payments, fintech, or e-commerce.
Strong knowledge of state money transmitter licensing frameworks and the NMLS platform.
Experience managing multi-state licensing programs, including applications, renewals, and regulator correspondence.
Prior experience supporting regulatory examinations or audits.
Excellent organizational, project management, and prioritization skills.
Strong communication skills and ability to work cross-functionally in a matrixed environment.
Attention to detail, sound judgment, and a proactive approach to identifying and mitigating compliance risks.

The base pay range for this position is expected in the range below:
$86,800 - $150,100Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
