Job Summary:
This role promotes a strong compliance culture and serves as a trusted advisor to the Risk and Core Platforms (RCP) organization, which builds and maintains PayPal’s unified technology foundation, shared services, frameworks, and tools that power PayPal’s product ecosystem. RCP delivers core infrastructure to support global payments and risk platforms, develops artificial intelligence (AI) and agentic automation frameworks, and embeds data privacy, security, and regulatory controls directly into PayPal’s platform architecture.Job Description:
Essential Responsibilities:
- Lead complex projects and problem resolution efforts related to risk management.
- Collaborate with teams to identify and analyze risks that may impact operations and assets.
- Develop and implement strategies for risk mitigation and compliance.
- Assess current business trends to inform risk management practices and improvements.
- Drive global process improvements through effective project management and stakeholder engagement.

Additional Responsibilities & Preferred Qualifications:
As the Business Unit Compliance Officer (BUCO) for RCP, you will serve as the primary second-line compliance contact, partnering closely with first-line Business Risk and Control Leads (BRCLs) and other risk management and product stakeholders. In this role, you will provide independent oversight, challenge, and guidance to ensure RCP activities adhere to regulatory requirements, internal policies, and PayPal’s enterprise standards.
You will work at the intersection of technology, compliance, and risk, supporting the organization that underpins PayPal’s unified platform infrastructure. The ideal candidate is strategic, detail-oriented, and highly organized, with strong risk management, project management, and program management skills. You are comfortable leading cross-functional initiatives, influencing stakeholders at all levels, and driving sustainable, proactive compliance outcomes in a fast-paced, matrixed environment.
In this role, you will:
Provide second-line compliance oversight for RCP, including risk identification, control monitoring, and reporting.
Advise BRCLs and business partners by delivering clear, actionable compliance guidance and effective challenge on key risk and control matters.
Prepare and syndicate the trimester Risk and Compliance Rating (RCR) report, ensuring visibility into emerging risks and progress on remediation.
Oversee compliance aspects of new product development to ensure risks are identified, mitigated, and appropriately escalated to Compliance and/or Enterprise Risk Management.
Support and monitor key initiatives such as process transformations, system implementations, and organizational changes to ensure regulatory alignment.
Lead or contribute to regulatory change management, risk assessments, and business process mapping, identifying control gaps and recommending sustainable improvements.
Participate in the Risk Operations Program as the compliance approver for RCP issues, remediation tasks, and product changes; provide effective challenge across the risk lifecycle.
Support root cause analysis of complex issues and translate findings into practical, long-term solutions that strengthen the overall control environment.
Build strong relationships across Compliance, Enterprise Risk Management, Internal Controls, and First Line Risk functions to promote consistent execution of PayPal’s risk management framework.
Strengthen RCP’s governance and operating model, helping to build a best-in-class, well-controlled, and compliant Risk Operations organization.
Preferred Qualifications
Experience & Expertise: 8–10 years of experience in Compliance, Risk Management, and/or Audit within the financial services or fintech industry. Strong foundation in regulatory compliance, internal controls, and risk management, with working knowledge of consumer protection laws (e.g., Reg Z, Reg E, TCAP, UDAAP) and related regulations.
Strategic Thinking & Analytical Skills: Advanced analytical and critical-thinking ability to interpret complex financial, operational, and regulatory information and translate it into practical, risk-based solutions.
Leadership & Influence: Demonstrated ability to lead through influence, build trust, and collaborate effectively across Product, Engineering, Risk, Operations, and Legal teams. Proven success managing risk/compliance programs in dynamic, technology-driven environments.
Communication & Presence: Excellent written and verbal communicator who can simplify complex concepts, provide balanced and actionable guidance, and confidently influence at senior and executive levels.
Execution & Change Management: Skilled in managing large-scale initiatives, balancing competing priorities, and driving execution under tight deadlines. Flexible, pragmatic, and solution-oriented in managing change and ambiguity.
Integrity & Professionalism: Operates with sound judgment, discretion, and professionalism in handling sensitive or confidential matters, consistently upholding PayPal’s values of trust, inclusion, and responsible innovation.
Technical Acumen: Understanding of identity/CIP processes, transaction flows, and compliance platform interfaces, with the ability to assess and strengthen risk controls across product and engineering environments.
